Dr. Rakesh Kumar
Dr. Rakesh Kumar has been trained as Doctor of Medicine (MD) at the All India Institute of Medical Sciences, New Delhi and joined the Indian Administrative Service in 1992. Dr. Kumar has served as Secretary, Department of Rural Development, Woman & Child Development, Medical Education, School Education, Revenue and Disaster Management and Additional Secretary (Health & Family Welfare), Government of Uttarakhand, India.
An administrator, policy-maker and public health strategist, Dr. Kumar has served as Health Specialist UNICEF, India, Project Director of World Bank funded Uttarakhand Health Systems Development Project and USAID supported IFPS project in Uttar Pradesh. He has attended several fellowships/training programmes like Leadership programme on Tobacco Control at the Johns Hopkins Bloomberg School of Public Health, Baltimore, USA and Health Sector Reforms & Sustainable Financing at Harvard School of Public Health, Boston, USA. He has recently attended training programme on “Improving the Quality of Health Services” at Harvard School of Public Health, Boston, USA.
Currently, Dr. Kumar is Joint Secretary (Reproductive & Child Health Programme) to the Government of India, Ministry of Health and Family Welfare.
